Two Counties, Three Building Departments

The Antelope Valley looks like one place and administers as three. The City of Lancaster and the City of Palmdale each run their own building departments. Los Angeles County Public Works covers every unincorporated community between and around them, from its Antelope Valley district office at 335 East Avenue K6 in Lancaster. And Rosamond sits across the county line in Kern County, so it goes through Kern County Public Works.

For a straight cabinet replacement none of this matters, because the California Residential Code lists cabinets and counter tops among the finish work exempt from permit under Section R105.2. It matters the moment the plan moves a sink, relocates gas, or adds or moves a circuit, which is what most layout changes involve.

They are genuinely different places: Leona Valley at 3,491 feet with fewer than a hundred people per square mile has almost nothing in common with Quartz Hill at 11,447 people on 3.762 square miles.

One Climate, One Set of Rules for Wood

Every community on this list sits in the same arid basin, between 2,359 feet at Lancaster and 3,491 at Leona Valley. The USDA Forest Service Wood Handbook assigns recommended interior moisture content by region rather than by elevation, and the dry southwestern target of an average of 6 percent, with individual pieces between 4 and 9, applies across all of it, against 8 percent for most of the United States and 11 percent for damp coastal areas. Lancaster averages 6.81 inches of precipitation a year and Palmdale 5.90.
